if its too short to wear it as adress with leggings its still going to be too short. i would pair it with jeans, thts your best bet. it will look stylish and chic. another idea pair a bangle or a necklace with it, with a pair of nice flats. that will look really cute. just a suggestion References :
Mid-thigh or bermuda shorts would look cute. In khaki or a regular denim material for spring. Or a cut-off denim skirt. And some cute wedges or flat sandals.

I wear outfits like this all the time, I wear leggings with mine, and flats or thongs. Jeans are either too hot or a bit frumpy.
